First use of repent is in 1 Samuel 15:11, here is the word nacham.

[v] turn away from sin or do penitence
As you see the word repent can be to turn away from sin or to just be sorry. It can also be feeling regret for a fault.
God repents for making satan does he not. Even in your Quran it shows that satan disobeyed God and will have to pay a price. That is the same as saying it made God regret having made him or God repents from making him. God knew that satan would do this because God is all knowing but it had to be done to complete the plan of God. It still doesn't mean that God can't be sorry for making him in the present time and is saying such.
The next problem is that you like play with the sin word. Sin is disobeying God.
