One must understand the time in which these things were written. In many of these societies, rapes were common and incest was the thing of the kings. In roman times the only gay relationship were men raping boys and the only sex outside of marriage led to abuse and unwanted pregnancy without support.
Oh Yes, the Bible DOES have a contect
I think we should read the point into this as: DO NOT TAKE SEX LIGHTLY!!!
Even though I believe sex outside of marriage is fine, in fact I practice it myself, sex is a wonderful thing. As long as you are in a healthy relationship and don't do anything to violate that health it doesn't matter.
The thing about women dressing modestly makes its own kind of sense. In the time of the roman empire, or anywhere rape is common, a girl showing off her curves only provokes rape. In long beach, a girl showing off her curves is only pleasant to look at and it even tells you how crime free your area is. (Low chance of rape, bolder women) The human form is beautiful and to not at least enjoy it is a sin against God, or at least it should be.
The idea of lust is an interesting one. From personal experience, if a man sees a very preet woman the first thought that jumps into his mind is not, "I want to |Insert| that" He may think that she is beautiful, he may decided to pursue her but that is called courting. It is how people get together to produce healthy kids. By showing off to eachother to the point that they get married and have kids.
Lust may be evil, but desiring is not. If there was no sense of desire between males and females we may as well be Gay.
