Because he didn't want to build on another man's foundation.
Paul was in Rome as a prisoner who did not have the freedom to preach. Your knowledge is lacking.
Acts 23:11
11 But on the night immediately following, the Lord stood at his side and said, "Take courage; for as you have solemnly witnessed to My cause at Jerusalem, so you must witness at Rome also." NAS
Acts 28:16
16 And when we entered Rome, Paul was allowed to stay by himself, with the soldier who was guarding him. NAS
Paul is writing to a church in a city that had not been visited by an apostle and is the reason he wrote the epistle. Peter did not establish the church in Rome and there is no evidence he was martyred in Rome.
2 Tim 4:11
11 Only Luke is with me. Pick up Mark and bring him with you, for he is useful to me for service. NAS
Where was Peter when Paul asked that Mark accompany Timothy to Rome?
