The Holy Spirit does not baptize a person unless they’ve voluntarily given themselves to God, by accepting Jesus Christ, and receiving water baptism. Then there will be a second baptism, with fire, by the Holy Spirit. There’s nothing in the world that could compare to that, and so rejection is hard to imagine. If they reject the Holy Spirit, they never really repented, and so the Holy Spirit wouldn’t enter them, anyway.

Then Peter answered, 47 "Surely no one can refuse the water for these to be baptized who have received the Holy Spirit just as we did, can he?" 48 And he ordered them to be baptized in the name of Jesus Christ. Cornelius was baptized by the Holy Spirit before he was baptized in water.
Do human parents cease loving their biological children? Yes, almost daily in some regions of the earth. Parents who abuse their children do not abuse them from love. Will God judge those who do not love Him and obey Him? Yes, or do you see the lake of fire as nothing more than an ideal threat?
